Supreme Council of Universities Launches Academic Integrity and Research Ethics Guide in Egypt

As part of implementing the National Strategy for Higher Education and Scientific Research, the Supreme Council of Universities announced the launch of the Academic Integrity and Research Ethics Guide in Egypt. This guide represents the first comprehensive and unified national framework aimed at instilling values of scientific honesty, enhancing research quality, and ensuring governance of academic practices within Egyptian universities and research institutions.

This guide marks a significant shift in the higher education and research system, moving from reliance on individual judgment and non-standardized practices to an integrated national framework based on clear rules and sustainable institutional procedures aligned with international best practices and standards.

The guide includes several key areas, including:

  • Precise definitions of concepts such as academic integrity, plagiarism, data falsification, and conflicts of interest.

  • Establishing a comprehensive framework for research ethics covering human, animal, environmental, and data-based research.

  • Clear guidelines for responsible scientific publishing, peer review, research authorship, and researcher ranking.

  • Developing preventive mechanisms for awareness and capacity building within universities, alongside fair and transparent procedures for addressing violations.

  • Supporting the governance of research ethics committees and aligning them with international reference standards.

  • Keeping pace with digital transformation and the use of artificial intelligence and big data within an ethical and regulated framework.

The Supreme Council emphasized that this guide contributes to improving the quality and credibility of Egyptian scientific research, enhancing international trust in the outputs of national universities and research institutions, supporting responsible innovation, and linking knowledge to sustainable development priorities, thereby strengthening the regional and global competitiveness of Egyptian academic institutions.

The launch of this guide represents a strategic step in building a higher education and research system based on integrity, transparency, and excellence, cementing Egypt’s position as a leading regional hub for science and knowledge in the coming years.
